Public sector procurement specialist SCAPE has opened bidding for its £8bn national construction framework.

The Construction Works and Services Framework covers England, Wales and Northern Ireland, offering up to 15 contractor places across five lots. The framework it is expected to run between 2027 and 2031, with the option of a two-year extension.

SCAPE plans to appoint up to three delivery partners to each lot, giving public sector clients more choice when selecting contractors for projects including new build, refurbishment, retrofit and long-term programmes of work.

The largest package of work is a £4bn construction works and services lot for projects in England, covering small-scale works through to projects exceeding £500m. A separate £2bn England residential lot will cover  decarbonisation, retrofit and maintenance including project worth more than £500m.

In Wales there is a £1bn construction, housing works and services lot covering small-scale works through to projects exceeding £150m.

Lot 4 is a lower value construction, housing, works and services for projects in Northern Ireland valued up to £15m, with a total category value of £250m. Plus, there is an upper value construction, housing, works and services for projects in Northern Ireland valued £10m and above, with a total category value of £750m.

The re-procurement builds on the performance of the current SCAPE Construction Framework, which has supported more than 240 completed projects and 100 live projects.

The announcement closely follows the procurement of SCAPE’s £8.5bn standalone Defence and Complex Environments Framework earlier this month, which was launched following the construction framework’s consultation process.

“Building on the success of our current framework – which has successfully delivered hundreds of often high-profile public sector projects over the last few years – its next generation successor offers no less than five sector-specific lots designed to meet client requirements. Through an actively managed service, the framework aims to deliver exceptional project outcomes across England, Wales and Northern Ireland.”
