KIER TARGETS GROWTH WITH NEW INFRASTRUCTURE DIVISION

Kier has announced the formation of a new infrastructure division, setting the group up for its future growth ambitions.

The new division will combine the firm’s transportation and natural resources, nuclear and networks divisions pooling Kier’s skills and capabilities in sectors including road, rail, aviation, water, energy and environment, across major project delivery, maintenance and repair to respond to customers’ needs and the opportunities ahead from the government’s 10-Year Infrastructure Strategy and the asset renewal programmes.

Kier Infrastructure will be led by Joe Incutti, previously group managing director for Kier Transportation. Incutti brings extensive experience across multiple markets and a proven track record of driving sustainable growth.

The news comes as several updates to Kier’s executive committee take effect, with chief financial officer, Tom Hinton, and group managing director for construction, Martin Staehr, joining this month.

Several senior figures at Kier also take up new roles, with Louisa Finlay, currently chief people officer, becoming the group’s chief operating officer, with responsibility for spearheading Kier’s drive to become a naturally digital business, in addition to her continued responsibility for health, safety and wellbeing and sustainability.

James Askew, interim group managing director of construction, also joins the executive committee on a permanent basis as group commercial director. He will be responsible for driving performance and consistency across commercial, procurement, pre-construction and business development, as well as leading Kier’s 360 approach.

Abi Cooke, previously head of strategy for Kier Places, also joins the group functions team as chief of staff to chief executive, Stuart Togwell.

Recent contract wins for Kier include main construction contract to deliver a new Government Hub in Darlington on behalf of the Government Property Agency (GPA) – announced in December 2025.

Construction begins this month at Brunswick Street and is expected to take approximately two years, with the building ready for occupation in early 2028.

The new hub will become the permanent home of the Darlington Economic Campus (DEC), hosting more than 1,600 civil servants from departments including HM Treasury, the Office for National Statistics (ONS), and the Department for Culture, Media and Sport (DCMS).

The group will be issuing a trading update on 20 January and its interim results on 3 March.
