Clinton Leeks

After taking his Honours degree in Oxford in 1975 and joining the British Hong Kong Government, Clinton worked on several infrastructure projects from 1987 onwards. First he was employed in planning Government and Private Financing for Hong Kong’s Capital Works Programme; then in the Governor’s Office; and finally in planning and delivering the (then) £20 billion Airport Core Programme for Hong Kong’s new airport in the South China Sea which opened in 1998. 

He has since worked in the UK advising on and working at Directorate level to deliver several infrastructure projects, securing Royal Assent and funding for the Elizabeth Line, planning HS2 and advising contractors on its delivery, and latterly as a Board Member planning development around HS2’s Birmingham Interchange station. 

He was awarded the OBE in 1999 and has served as a magistrate for 20 years.
