The government is currently consulting on plans to allow local authorities to better manage street works.
It is inviting views until the end of April on the proposals, which propose changes to the Traffic Management Permit Scheme (England) Regulations 2007.
Currently, authorities need to seek permission from the Secretary for State to adopt a scheme allowing them to issue permits to those who wish to undertake works.
However, the Department for Transport (DfT) wants local authorities to have greater control over works management.
The consultation document says: "A 'permit scheme' … enables … authorities much greater scope to manage and coordinate works, so as to reduce disruption.
"[These changes would] mean that local highway authorities could give effect to permit schemes and vary or revoke their schemes by their own orders."
Those wishing to respond to the proposals should contact the DfT before April 25th when it the 12-week consultation period closes.
