Plans for a development of 1,000 homes in the Forest of Dean have been approved, according a report.
The Northern Area Action Plan (AAP) for Cinderford, near Gloucester, will also include college buildings and a new link road, according to the BBC.
Under the plans agreed by government inspectors, the new college campus could open in 2015 and Gloucestershire College is hoping to relocate its Forest of Dean campus to the northern part of Cinderford.
Gloucestershire College principal Greg Smith told the BBC: "We can now start developing a feasibility plan to see if we can move the college.
"We'll start by seeing what's in the ground and whether we can build a college there, and then we can decide how big it will be."
The BBC says that the Core Strategy, a longer-term development plan, involves building a total of 5,000 new homes - including those planned for Cinderford - and a biomass plant.
