  New report highlights potential for efficiency in local government procurement

Local government leaders have access to a new bank of evidence to support their procurement policies, as ACE unveils its local government procurement casebook.

Collaborative, Innovative, Local is a compendium of case studies of how local government has partnered with private sector providers to deliver highways, waste and property development services.  The report was produced by members of the ACE Local Government Sector Interest Group.

Martin Duffy, chair of the group, said: “Our intention was not to produce another best practice guide for clients.  We aimed to focus on gathering objective evidence of what has worked and what has not been as successful.”

The document reveals that long-term first-generation outsourcings can be successful if adequate time and resource is devoted to preparation.  Longer-term, wider-scoped contracts can be useful in achieving significant transformational change.

The report also carries an endorsement from former construction minister Nick Raynsford MP.

Martin Duffy added: “This casebook is intended to complement existing guidance, and should help local authorities and their supply chains to make informed decisions about their commercial arrangements. 

“Hopefully this will lead to higher quality services and greater value for the public purse, which we know is under high pressure.”
