The Health and Safety Executive (HSE) announced today (March 15th) that its 'Fee for Intervention' scheme has been delayed until October.
A start date of April 2012 had originally been proposed to bring in the new rules which would see costs recovered if, during an inspection or investigation, a failure to adhere to health and safety law that requires formal action is discovered.
These costs will amount to £124 per hour – a figure that has caused consternation in the construction industry.
One contractor told the Construction Enquirer: "What world are these people living in?
"I'm sure the next step to this initiative will be the imposition on local HSE offices to meet quotas for these fees."
The delay has been blamed on "technical details" and the HSE insists the scheme will still go ahead.
"The government intends to proceed with the FFI scheme as recommended to ministers by HSE's board in December," said Gordon MacDonald, HSE's programme director.
