  Council hoping to avoid usual tendering process, report says
 

Officers from Warwick District Council are hoping to avoid the usual tendering process in the case of redevelopments at a leisure centre, according to a report.

The Kenilworth Weekly News reports that the council's executive committee is to reach a decision within the coming days regarding a new £81,000 water slide at the Newbold Comyn Leisure Centre in Leamington.

Building surveyor Russell Marsden says that the technical nature of the project means that putting the work out to tender would lead to a "significant risk" of attracting firms without the required expertise.

As a result, officers are hoping to bypass the code of procurement practice and nominate Loyal Grove Leisure LLP to do the work on its behalf.

Procurement is governed by the Public Contracts Regulations 2006 and the normal procedures for the tendering process are laid out in Warwick District Council's own Code of Procurement Practice 2010, which it says promote "transparency" and "fairness".
