Infrastructure UK's implementation plan represents a welcome step in the right direction, according to ACE. The plan seeks to address many of the concerns raised by ACE and its membership. However, the proposals should be implemented in full in order to secure the best outcome for the economy and society.
Particularly welcome are: commitments to greater transparency and certainty over the forward programme; proposals to develop new model competition, procurement and risk management processes; a commitment to smooth the stop-start cycles of investment; and the establishment of an infrastructure data group.
Michael Hall, ACE's head of policy and external affairs, said: "Infrastructure UK's implementation plan will be a welcome signal to industry. The challenges that the UK's critical infrastructure face requires a step change in the way we manage and deliver major programmes. However, we must not waste this opportunity for change. Industry looks forward to working with the government and its agencies to help turn these reforms into action."
ACE has worked with Infrastructure UK and industry partners to contribute to the infrastructure cost review. It will continue to support reform of the way that infrastructure is funded and delivered.
