  ACE calls for best practice principles when reforming local and regional government

The Association for Consultancy and Engineering (ACE) calls for best practice when or if government reforms local and regional government.  ACE’s latest report on regional development examines how regional development agencies are working currently.

ACE has identified best practice principles that should apply to all sub-national development whether the Regional Development Agencies continue or are abolished by an incoming government. 

Nelson Ogunshakin, ACE chief executive, said: “ACE has issued this report because it wishes to ensure that the right outcomes are achieved for local and regional development.  As an organisation, we are not stuck on one particular model or mechanism.  ACE believes the important thing is to identify the principles needed to achieve policymakers’ objectives and ensure that these are applied efficiently.”

ACE had welcomed the establishment of the RDAs when they were formed.

• A strong focus on a core set of priorities and responsibilities 
• Clear assignment of responsibilities between local authorities and other sub-national organisations
• Effective working across administrative boundaries
• The ability to focus funding on priority needs
• Involvement of local businesses
• Involvement of local communities 
• Groupings of local authorities to address common needs
• Partnerships between sub-national agencies and other local stakeholders
• Greater use of collaborative procurement of services
