Paul Morrell OBE.
Chief Construction Adviser.
Keynote closing speech

In November 2009 Paul Morrell was appointed the Government’s new Chief Construction Adviser. In that role he is leading the Construction Innovation and Growth Team as it investigates how best to deliver carbon reductions across the sector.
Previous to that Paul Morrell joined Davis Langdon from University in 1971, becoming a Partner in 1976 and Senior Partner in 1999. He retired from that position to become the first Government Chief Construction Adviser last year.
Paul is a Fellow of RICS, an Honorary Fellow of RIBA, and served as a Commissioner on CABE from 2000 to 2008. He also served as deputy chairman at CABE.
He received the award for Outstanding Contribution to the Construction Industry at the 2007
Building Awards. He also received the President's Award from the British Council for Offices in the same year.
He was awarded an OBE for services to architecture and the built environment in the 2008 New Year Honours list.

Adviser on Transport to the Mayor of London

Kulveer Ranger provides policy advice and direction, sets priorities and take decisions relating to transport issues on behalf of the Mayor of London. He is a former Vice-Chairman of the Conservative Party and has advised the Shadow Home Secretary on diversity.
Kulveer has also spent ten years in management consultancy with The Nichols Group. He has worked closely in that time with the Department for Transport, Network Rail and London Underground.
During that time his focus on delivering major transport projects in London has seen him help manage the Oystercard roll out and the King's Cross redevelopment.
Kulveer holds degrees in architecture and business.
Dougie Rooney

Dougie Rooney was born and educated in Edinburgh.
On completion of his apprenticeship as a Mechanical Fitter with Ferranti, he was employed as a Craftsman and became a Shop Steward for AEU in 1970. From 1974 to 1985 he was a Senior Shop Steward leading over 50 Shop Stewards representing 2,500 members.
In 1985 he was elected as Divisional Organiser for the Amalgamated Engineering Union and in 1997 (on the amalgamation with the EETPU, creating the AEEU), he was promoted to National Officer responsible for Energy and Utilities throughout the UK and Ireland, which is the position he holds at present for Unite the Union.
He is also a member of the TUC General Council and was elected President of the TUC in September 2009.
John Henderson - Partner, Beale and Company LLP
- Construction law update: beware the implications
John Henderson is a construction sector specialist with legal firm Beale and Company, dealing with litigation, arbitration, ADR and statutory adjudication. He is a strong advocate of negotiation in disputes, though he has taken cases to the Court of Appeal where that has not been possible.
His particular interest is in technical, project-based matters which arise in engineering and IT. He often represents the professional parties and their insurers in such disputes. More recently, he has been involved in litigation arising out of Wembley Stadium for a sub-contractor.
Sue Kershaw - Head of Programme Management for Transport, Olympic Delivery Authority
Sue Kershaw is head of programme management for transport at the Olympic Delivery Authority. With 25 years in the industry she has a wealth of experience in the type of complex construction programme taking place ahead of the London 2012 Olympics.
Over her career she has managed a range of high profile large scale projects. These include the Jubilee and East London Line extensions, and the development of the Bangkok Mass Transit and Expressways.
Sue is also a lead member of the Institution for Civil Engineers and Association for Project Management. She has a longstanding interest in raising the profile of engineers more widely.
Andrew McNaughton - Chief Operating Officer, Balfour Beatty Plc.
Andrew joined Balfour Beatty in 1997 after spending 12 years with the Kier Group. A steady career progression within Balfour Beatty has seen Andrew become Head of Engineering within Balfour Beatty Civil Engineering Ltd (BBCEL) and Project Director on Channel Tunnel Rail Link.
In April 2007, he became Group Managing Director of Balfour Beatty Plc, responsible for Civil Engineering in the UK and Middle East.
- In January 2009, he became Chief Operating Officer of Balfour Beatty Plc.
- In 2006, Andrew became a Freeman of the City of London and a Liveryman in the Worshipful Company of Engineers.
- In 2008, he became a board member of the Major Projects Association.
Myles McCarthy - Head of Consultant Relationships, The Carbon Trust

Myles McCarthy joined the Carbon Trust in 2002, initially developing the innovation and investment programmes. Myles is now responsible for the accredited consultancy resources used by the Carbon Trust to deliver energy efficiency and carbon management advice to UK organisations.
A Chartered Accountant, Myles’ early career was spent at KPMG where he specialised in supporting early stage technology businesses. Myles has an honours degree in Applied Physics from the University of Durham.
Jenifer Burden – Director, National STEM Centre

Jenifer Burden is Director of the National Stem Centre. The £5million centre, funded by the Gatsby Charitable Foundation, is located alongside the National Science Learning Centre at the University of York.
Jenifer joined the Association for Science Education as Director of the Science Year Project in 2001. This followed 13 years as a teacher and head of science in several comprehensive schools.

Gavin English is managing director of WSP’s international management consulting division. Gavin sites on the ACE Board and is chairman on ACE’s International Business Group.

Alan Bramwell is chief executive of Clany Consulting, a multidisciplinary engineering consultancy.
Noel Foley - Associate Director, Buro Happold
Noel Foley is associate director at Buro Happold. He has enjoyed a long career in local and central government, dealing with architecture, procurement and change management.
Noel worked in the Construction and Facilities Management Division of the Office of Government Commerce until 2008 when he joined Buro Happold.
