West Lothian Council has awarded planning permission in principle for the £1 billion Winchburgh Development, near Edinburgh.
The plans cover a 350-hectare site and include the construction of around 3,500 new homes, five new schools and associated rail and road infrastructure making it one of the UK's single largest residential and mixed use developments.
Following the acceptance of the masterplan, detailed planning applications for the first development of homes will be now submitted for approval.
Regenco Trading, Barratt Homes and Miller Homes will all be involved on this initial phase.
Graham Barnet, chief executive officer of Sigma, which is overseeing the project, said: "The granting of planning permission … unlocks the development of this substantial site.
"We are delighted to have reached this landmark and will be supporting the next stage, which involves the early delivery of 177 new homes."
Following ten years of planning, a further 15 to 20 years have been pencilled in for development work.
